Conversation-Based Pricing
Conversation-based pricing is Meta's pricing model for the WhatsApp Business API: charges apply per 24-hour conversation window – not per individual message. Within an open window, any number of messages can be exchanged.
What is Conversation-Based Pricing?
Meta does not charge per message for use of the WhatsApp Business API – it charges per conversation. A conversation is a 24-hour window that opens when the first message in a chat is sent or received. Within this window, all messages – in both directions – are included.
The 24-Hour Window differs depending on conversation type: in a user-initiated conversation (the customer writes first), the customer's query opens the window. In a business-initiated conversation (the company sends a template), the template opens the window.
The 4 Conversation Categories
Meta distinguishes four categories, each priced differently:
- Marketing – promotional messages, offers, product launches, newsletters. Highest cost, as it involves proactive customer outreach. Example: "Get 20% off your next order!"
- Utility – transactional messages following a customer action: order confirmations, shipping status, appointment reminders, payment confirmations.
- Authentication – one-time passwords (OTP), two-factor authentication, security codes.
- Service – all user-initiated conversations where the customer writes first. Lowest cost or free category (1,000 Service conversations per month free).
Pricing Ranges (2026)
Exact rates depend on the country of the customer's phone. Approximate 2026 figures for major markets:
- Marketing conversation: approx. €0.11–€0.14 per conversation (Germany), lower in other markets
- Utility conversation: approx. €0.04–€0.06 per conversation
- Authentication conversation: approx. €0.04–€0.06 per conversation
- Service conversation: first 1,000 per month free, then approx. €0.02–€0.04 per conversation

How SMBs Can Calculate Their Costs
Practical rules of thumb for small and medium-sized businesses:
- Estimate service volume: How many customers message you per month? The first 1,000 conversations are free.
- Plan outbound volume: How many customers do you want to proactively reach (marketing/utility)? At 500 marketing templates × €0.12 = €60/month.
- Multiple messages in one window: If you exchange 5 messages within 24 hours, you still pay just one conversation fee – make use of this!
- Optimize categories: An order confirmation (Utility) costs less than a promotional message (Marketing). Plan categories deliberately.
