The WhatsApp Business App is Meta's free tool for small businesses. It runs on the owner's smartphone, plus up to 4 linked devices (WhatsApp Web/Desktop), so a maximum of 5 devices on one number. Cost comparison: 3 SMB scenarios
Assumptions: 30 days per month, one reply per inquiry, every reply goes through the platform. We use Germany as our EU pricing example throughout (Meta's list rates vary by market). Marketing messages cost 11.31 cents each (Meta's list rate for Germany, 2026). Service replies inside the 24-hour window are free until September 30, 2026. From October 1, 2026, Meta bills them at the utility rate (Germany: 4.56 cents); the first 1,000 service messages per number per month stay free, and the German marketing rate stays at 11.31 cents (see Meta's 2026 pricing changes). From October 1, 2026, roughly €160 gets added at Meta for service replies (3,500 replies over the 1,000 free, at 4.56 cents each). Replies the owner types directly in the app are never billed by Meta.
Recommendation: Coexistence. Same cost as the full migration, with far higher buy-in from the owner.
Scenario C: E-commerce shop, 10 employees, 500 inquiries/day, weekly marketing campaign (5,000 recipients)
Around 15,000 replies plus 4 campaigns at 5,000 recipients each, for 35,000 outgoing messages total. On the Scale plan (€199, 10,000 included), the remaining 25,000 × 1.5 cents would add €375, for about €574. Enterprise (€499, 40,000 included) is cheaper here.

From October 1, 2026, roughly €640 gets added at Meta for service replies (14,000 replies over the 1,000 free, at 4.56 cents each). Reaching 5,000 recipients in a single day also needs Meta's 10,000 messaging tier, which Meta raises automatically after verification once volume and template quality hold up.
Recommendation: API Full is the natural fit here, since the owner isn't running the app operationally anyway. Coexistence is possible, but not necessary.
Decision guide: which path fits you?
The app is enough if:
- You're a solo owner or mini-team (two or three people at most, all on one phone)
- Under 50 inquiries per day
- No marketing, no campaigns, no CRM needs
- No budget for platform fees
API Full makes sense if:
- You run a larger team (5 to 50+), and app usage isn't central anymore
- Nobody uses the app on the phone anymore anyway
- WhatsApp is business-critical: under Coexistence, the phone has to be opened at least every 13 days, or Meta disconnects the platform

Switching between the three modes
The good news: none of these modes is a dead end.

- Coexistence → API Full: Disconnect Coexistence in the app first, then start the Full Migration.
- Coexistence → app only: In the WhatsApp Business App, go to Settings → Account → Business platform → Disconnect. The number runs on the phone alone again.
- API Full → app or Coexistence: Only via a detour. The number gets removed from the WhatsApp account at Meta, then a waiting period applies after the last paid message. After that, it can be registered in the Business App again and reconnected via Coexistence if needed. Conversations from the platform don't carry over.
FAQ
Which path is the cheapest?
The Business App is free. Coexistence and API Full both cost from €49/month on SendSeven's Basic plan (chatbots and AI features from the Professional plan at €79/month). Platform cost is identical in both modes, and Coexistence is included on every plan. One difference sits with Meta: messages you send directly from the app under Coexistence aren't billed by Meta.
Which path is GDPR-compliant?
All three can be run GDPR-compliant in principle. However, the Business App doesn't offer a Data Processing Agreement (DPA). For B2B communication involving personal data, Coexistence or API Full are the better choice, since both let you sign a DPA with the platform provider.
Can I use Coexistence with any number?
You need a number that's already verified in the WhatsApp Business App. Personal WhatsApp numbers have to be converted to a business number first. Both mobile and landline numbers work.
What happens to my app chats under Coexistence?
At activation, you can import up to 180 days of chat history from 1:1 chats into the platform, if you consent to sharing them. That decision can't be changed later. Contacts come with name and number. Older messages stay visible in the app.
What limits does Coexistence have compared to API Full?
Coexistence is fixed at 20 messages per second (the API handles 80, up to 1,000 at high volume). The phone has to be opened at least every 13 days, or Meta disconnects the platform after about 14 days. In all 1:1 chats, disappearing messages are turned off and view-once and live location messages are disabled. The app's broadcast lists are disabled too: existing ones become read-only and you can't create new ones. Group chats keep working in the app but aren't synced to the platform. WhatsApp for Windows and Wear OS aren't supported, and all linked devices are unlinked during onboarding and have to be re-linked. For most SMBs, these limits don't matter in practice.
