Proactive Message (Outbound)
A proactive (outbound) message is one the business starts without the customer having just written, such as a delivery update or an offer. On WhatsApp it needs an opt-in and an approved template, unlike a reactive reply inside the 24-hour customer service window.
What is a proactive message?
A proactive message comes from the business. It is sent without the customer having written anything just before. Typical examples are a shipping confirmation, an appointment reminder or a special offer. In industry jargon this is outbound communication.
The counterpart is the reactive message: the reply to a customer request. When the customer writes first on WhatsApp, a 24-hour customer service window opens, in which your team can reply freely without an approved template. The customer’s incoming messages are always free.
Proactive messages outside that window follow stricter rules, because this is where spam protection applies. That distinction is central to every messaging strategy.
Outbound on WhatsApp: opt-in and template
Anyone who writes to customers proactively on WhatsApp has to meet two conditions:
- Opt-in: the customer has agreed to receive messages from you. Meta’s policy requires an opt-in for business-initiated messages, and for marketing, data protection and e-privacy rules such as UK GDPR and PECR in the UK or the TCPA in the US apply as well.
- Approved template: outside the 24-hour window you may only send a message template approved by Meta. Templates are reviewed in advance, usually within minutes.
Meta charges for every template message, depending on its category (marketing, utility or authentication) and the market. Once the customer replies, you can carry on without a template inside the new window. Since 1 October 2026 Meta bills those replies at the market’s utility rate as well, with no Meta fee on the first 1,000 service messages per number and month. That is one reason two-way messaging pays off. On SMS and email there are no templates to approve, but marketing messages still need consent.
Example: a car garage
A car garage in Manchester uses proactive messages for appointment reminders. Two days before a tyre change, an approved WhatsApp template goes out: “Hello Mr Collins, your appointment on Thursday at 9am is booked. Reply YES to confirm.”
Mr Collins taps “YES” and is now in the 24-hour window. The garage follows up freely: “Shall we check the brakes while it’s in?” A routine reminder turns into an extra job. Fewer appointments are missed because nobody forgets them any more. Both effects go straight to revenue.
