WhatsApp Messaging Limits
WhatsApp messaging limits are Meta's tiered caps on how many unique customers a business can message outside a customer service window in a rolling 24 hours. The ladder runs from 250 to 2,000, 10,000, 100,000 and unlimited. Since 7 October 2025 the limit is set per business portfolio and shared by all its phone numbers, instead of per number.
What are WhatsApp messaging limits?
Messaging limits set how many different people you can reach with business-initiated messages through the WhatsApp Business API in a rolling 24-hour period. They count unique recipient phone numbers messaged outside a customer service window, so in practice your message templates: marketing broadcasts, reminders or notifications. The limit is not a count of messages per day and does not reset at midnight.
Meta stages the limits in tiers: 250, 2,000, 10,000, 100,000 and unlimited. A new business portfolio starts at 250. You reach 2,000 in one of three ways: business verification, partner-led verification, or 2,000 delivered template messages to unique users within 30 days with good-quality templates. From there, Meta scales you up one tier at a time automatically, provided you send high-quality messages and use at least half of your current limit within the last seven days.
The key change came on 7 October 2025: since then, limits apply per business portfolio rather than per phone number, and the second tier moved from 1,000 to 2,000. All numbers in a portfolio share one allowance, so a single busy number can use it up. Replies inside the 24-hour window and incoming messages do not count against the limit.
The limit and the price are separate things. Incoming messages carry no Meta fee. Since 1 October 2026, Meta charges every outbound message, service replies inside the 24-hour window included, at the utility rate of the recipient’s market; only the first 1,000 service messages per number per month carry no Meta fee.
Why the limits matter
If you do not know your tier, you plan campaigns wrongly. The limit decides directly how many customers a campaign can reach in one day:
- Campaign planning: a broadcast to 50,000 contacts needs at least the 100,000 tier.
- Growth path: higher tiers only unlock when volume and quality are right.
- Portfolio logic: since 2025 every number in a portfolio draws from the same allowance, so a new number no longer needs to be warmed up on its own, but one large campaign can block the others for a day.
Quality still matters. Since October 2025 a drop in your quality rating no longer pushes you down a tier, but without high-quality messages Meta will not scale you up either. A clean opt-in and relevant content are the basis for any growth.
Practical example
An outdoor gear shop in Manchester has 18,000 opted-in contacts and sits at the 10,000 tier. For the start of the season the marketing team wants to message everyone at once, which exceeds the limit.
Rather than risk having thousands of messages rejected, the team splits the broadcast over two days. Read rates and replies stay high and blocks stay low. Because the shop uses well over half of its limit with good quality, Meta scales the portfolio up to 100,000 automatically, and the next seasonal broadcast reaches all 18,000 contacts in one go.
Managing messaging limits with SendSeven
SendSeven is a Meta Business Partner and uses the official WhatsApp Cloud API. For large WhatsApp marketing campaigns, warm-up protection warns you when a big audience meets a new number with a low Meta limit and suggests a day-by-day split. Split sending spreads a campaign over several days, either as a ramp-up or as a fixed number per day, pausable and with progress per day.
Meta’s fees apply as described above, and SendSeven charges its own fee on every outbound message. GDPR-compliant and hosted in the EU (Frankfurt). Start a free trial and plan your first campaign.
